今回は、MPNP(Manitoba Provincial Nominee Program)申請を行うためのファースト・ステップとなるExpression of Interest (EOI)の詳細をご紹介をいたします。
Step-1 Expression of Interest (EOI)
じつは、誰もが直ぐにMPNP申請ができるわけではありません。
まず最初に、MPNP申請者はMPNPでカナダ永住権を取得する意思表示をする必要があります。
この意思表示をExpression of Interest (EOI)といいます。EOI申請はオンラインで行います。
EOI申請は無料です。
EOIによってMPNPにエントリーする権利の有無を決定します。
EOIで選出された申請者がMPNP申請できるシステムとなっています。
大雑把にいうと☟みたいなものです。

- 本審査：MPNP
EOIランキングシステム
EOIは一次審査のようなシステムです。EOI突破がMPNP申請への第一段階です。
MPNPは隔週木曜日にEOI Drawという抽選(選抜)を行っています。
EOI申請時に作成した申請者のプロファイルからEOIランキングポイントを算出します。
このEOIランキングポイントの高い申請者から順に、MPNP申請への権利を授与するLetter of Advice to Apply(LAA)という招待状をemailで送信します。
公式ページでは、何人にLAAを送信しているのかは発表していません。
申請者の人数と権利獲得者の最低ポイントだけが公表されます。
最低ポイントは毎回異なりますが、目安となるポイントは500前後のようです。
申請者がこのEOI Drawの選抜に漏れた場合には、次回のEOI Drawへ持ち越されます。
最長1年間繰り返し持ち越されます。

EOI Ranking Pointsは下記の６つのファクターから構成されており、最高点は1,000点です。
- Factor 1: Language Proficiency (言語能力)
- Factor 2: Age (年齢)
- Factor 3: Work Experience (職務経歴)
- Factor 4: Education (学歴)
- Factor 5: Adaptability (マニトバ州への適応性)
- Factor 6: Risk Assessment (マイナス要因)
