MPNP is one of PNP(Provincial Nominees Program).
In this article, We’d like to tell you an outline of MPNP.

Who can NOT apply for MPNP?
Rather than telling who is eligible to apply for MPNP, we’d rather list who can NOT apply for MPNP.
First of all, before applying for MPNP, please make sure that the following does NOT apply.
- Refugee claimants, or individuals involved in a federal appeal or removal process
- Live-in Caregivers currently living in Canada
- Temporary foreign workers currently working and residing in a province other than Manitoba
- Spouses of Canadian citizens or permanent residents
- Individuals who have been refused by the MPNP within the last 6 months and who are not able to address the reason(s) for refusal
- Individuals who have an active immigration application with any other provincial immigration program in Canada
Outline of MPNP
MPNP can be divided into three main categories.
Within each of those categories, it is further divided into 2 or 3 programs.

Skilled Worker Stream
What is “Skilled Worker Stream”?
Skilled Workers in Manitoba
We think this is the most common program with the highest number of applications. It is open to individuals who currently live and work in Manitoba.
This program is for people who have continued employment, sufficient skills, education, training and experience to contribute to the economy and communities of Manitoba (skilled workers) to apply for the program.
We expect to receive the most applications under this program.
The details of this program will be posted in other articles after “Part-3”.
Skilled Workers Overseas
Applicants are applying from abroad as skilled workers. The following conditions are required for your application.
- The support of family members or friends
- Through previous education or work experience in the province
- Through an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative
We don’t think that’s realistic unless you already have your own family living in Manitoba as immigrants.
Probably it would be realistic if you have graduated from university or college in Manitoba(2), but for some reason you have returned your home country once you have graduated from university or college in Manitoba.

Both Skilled Workers in Manitoba and Skilled Workers Overseas programs have a three-step process for your application.

International Education Stream
What is “International Education Stream”?
Career Employment Pathway
This program gives preference to graduates of Manitoba’s Universities and Colleges.
The requirements in the table below must be met. These requirements are relatively easy to achieve.
Education
- You must have graduated in the past 3 years from a designated post-secondary institution in Manitoba
- Minimum one year, two semesters, full-time coursework
Official Languages Proficiency
- Minimum CLB/NCLC 7 (or equivalent)
Current Employment in Manitoba
- You must have a full-time job offer from an eligible Manitoba employer, with a minimum 1-year contract on Manitoba’s published In-Demand Occupations list that is consistent with your completed program of studies in Manitoba.
- You must be working full-time in MB at the time your application is assessed.
- The MPNP may impose program or occupation-specific limits.
- Manitoba Degree-program Graduates qualify provided they have a job offer in any NOC 0,A,B on the in-demand list.
Settlement Funds
- You must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period.
OR
- You must be employed in a full-time, long-term position in Manitoba.
Adaptability
- You must be residing in Manitoba at the time of application.
- You must show the intent to continue to reside in Manitoba after nomination, including the submission of a Career Employment Plan demonstrating opportunities for a successful career track in Manitoba.
Graduate Internship Pathway
This program is a pathway program that graduates from the Master program and doctoral program in Manitoba and applies for an internship.
Education
- Completed a master or doctoral degree program in Manitoba within the past 3 years
Official Languages Proficiency
- Minimum CLB/NCLC 7 (or equivalent)
Internship in Manitoba
- Completed a Mitacs Elevate or Mitacs Accelerate (including Accelerate Entrepreneur) internship with an eligible industry and research enterprise in ManitobaEmployment in ManitobaYou are not required to have a job offer at the time of application.
Settlement Funds
- You must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period.
OR
- You must be employed in a full-time, long-term position in Manitoba.
Adaptability
- You must be residing in Manitoba at the time of application.
- You must show the intent to continue to reside in Manitoba after nomination, including the submission of a Career Employment Plan demonstrating opportunities for a successful career track in Manitoba.
International Student Entrepreneur Pilot
This program is NOT employed like other programs, but rather becomes an international student entrepreneur in its own right.
It is made up of up to 20 international students (per calendar year) who have graduated in Manitoba.
Applicants are nominated for permanent residency after meeting the terms of a performance contract.
The program is considered a relatively high hurdle.
Business Experience
- A business plan is required as part of your application to MPNP.
- You must operate the business as a senior manager on a daily basis from the place of business in Manitoba for at least 6 months prior to nomination while on a valid temporary work permit, consistent with the requirements of your Business Performance Agreement (BPA).
- Business equity ownership of at least 51%.
Official Languages Proficiency
- Minimum CLB/NCLC 7
Education
- Complete a full-time post-secondary program in Manitoba that is at least 2 years in duration. (distance learning or compressed academic programs are not eligible)
- Studies and/or work/business experience outside of Canada will be considered as beneficial but not are not an eligibility requirement.
Age
- 21-35
Adaptability
- You must have a valid open work permit or post-graduation work permit (PGWP) at the time of application.
- You must have continuously resided in MB since graduation.
- You must show intent to continue to reside in MB after nomination.
Net Worth / Settlement Funds
- A deposit is not required.
- Minimum net worth is not an eligibility criterion; however, net worth/ source of funds will be considered for the purpose of evaluating the potential for you to successfully execute on your business plan.
- You must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a twelve-month period.
- Your personal net worth will be verified by a third-party supplier approved by the MPNP. A verification report, along with the application, must be submitted to the MPNP within 120 days of receiving your LAA.
Business Performance Agreement
- After an application is approved, a Business Performance Agreement (BPA) must be signed prior to the MPNP issuing you an approval-in-principle letter to implement your business plan.
Business Investor Stream
This category has been changed from the previous PNP-B business immigration category.
This category is for people doing business in Manitoba. No deposit of $100,000 is now required.
The Entrepreneur Pathway
This program is for applicants who intend to establish a business in Manitoba.
You enter Canada after receiving a work permit and move to Manitoba within 24 months with the intent and ability to establish, purchase, or partner in an existing business.
It also allows you to recruit and appoint business people from around the world.
Business Experience
- Minimum of three years of full time work experience in the past five years either as an active business owner or working in a senior management role of a successful business.
- Business owners are given higher points in comparison to senior managers.
- Business owners must have at least 33 1/3% ownership to qualify for points.
Official Languages Proficiency
- Minimum CLB/NCLC 5
Education
- Minimum Canadian high school certificate equivalent
Age
- No minimum or maximum age; however, ranking points are allocated to candidates 25 to 49 years of age.
Business Investment
- Minimum investment is $250,000 for businesses situated in the Manitoba Capital Region.
- Minimum investment is $150,000 if a business is situated outside of the Manitoba Capital Region.
- Business Investment must be made in an eligible business as defined by the MPNP.
- The proposed business must create or maintain at least one job for a Canadian Citizen or a Permanent Resident in Manitoba (excluding owners of the business and/or their close relatives).
Business Research Visit
- A Business Plan is required and is an integral part of the application.A business research visit allows the applicant to conduct extensive research of their future business investment or proposal.
- The Business Research Visit must be conducted no more than one year prior to the submission of your EOI.
Adaptability
Points will be allocated to you if:
- Your spouse has CLB/NCLC 5 or higher;
- You or your spouse have CLB/NCLC 5 or higher in the Second Official Language;
- You or your spouse or common-law partner have a close relative currently residing in Manitoba for more than one year;
- Your child is enrolled in an accredited Manitoba educational institution and is actively pursuing academic, professional or vocational training on a full-time basis for at least six months prior to the date of submission of EOI; and/or
- You or your accompanying spouse or common-law partner have completed a program of full-time study for at least one year at a post-secondary institution in Manitoba. You or your accompanying spouse or common-law partner must have done this after you turned 17 years old and with a valid study permit;
OR
- You or your accompanying spouse or common-law partner have completed at least six months of continuous full time employment in Manitoba. A letter of reference from the employer and a copy of the work permit must be provided.
Net Worth
- Minimum of $500,000
- Your personal net worth will be verified by a third-party supplier approved by the MPNP. A verification report, along with the application, must be submitted to the MPNP within 120 days of receiving your LAA.
- Business Performance AgreementAfter an application is approved, a Business Performance Agreement (BPA) must be signed prior to the MPNP issuing you an approval-in-principle letter to implement your business plan.
The Farm Investor Pathway
This is a program for applicants who establish and operate a farm operation in rural Manitoba.
Farm Business Experience
- Minimum of three years farm ownership and operation experience supported by verifiable documents.
Official Languages Proficiency
- The Farm Investor Pathway (FIP) recognizes language capabilities in either of Canada’s two official languages are an important adaptability skill that will accelerate your ability to become economically established in rural Manitoba.
- If you are invited to attend a FIP interview, you will be required to conduct the interview in either French or English.
Farm Business Investment
- At least $300,000. You are expected to establish a farming business in rural Manitoba.Farm business investments must be in eligible tangible assets as defined by the MPNP.
- A farm business plan is required and is an integral part of the application.
- Investments into a farm business operated primarily for the purposes of deriving passive investment income or speculative purposes are not eligible.
Farm Business Research Visit
- You must conduct a Farm Business Research Visit to Manitoba.
Farm Business Activities
- A farm business entity should have ongoing and recurring business activities in rural Manitoba.
- You are required to live on the farm and actively participate in the management of the farm business on an ongoing basis from within Manitoba.
- The farm business must be in active primary agriculture production and economically viable.
- The MPNP requires you to conduct value-added farm business activities in Manitoba. Purely speculative activities or the use of third-party farm managers are not eligible under the MPNP.
Economic Establishment Adaptability
- You must demonstrate adaptability, specifically relating to practical farming skills, technical knowledge and experience in technological based farming practices that will transfer directly to Manitoba’s current primary farm production industry.
Net Worth
- At least $500,000
- The MPNP may request for verification of your net worth and financial information by a designated third-party service provider.
- If requested, the verification report, along with your application, must be submitted to the MPNP within 120 days of receiving your Invitation to Apply.
